Pennsylvania’s liquor stores are state-operated. They’re uniformly clean and well-run, and the employees are both knowledgeable and paid a living wage. The absolute worst thing I can say about the system is that it’s occasionally 2/10 annoying to buy booze three blocks from where I buy beer. Ok
