Sigh. I hate it when I get out ahead of my skis. I looked at the language of 25 A 4 again, and there's an "or of" that means that even if Congress designates itself the body that administers the removal, the VP still has to start the process. Time to make a deal with JD I guess.

Ok here's how a 25A removal by Congress could work. 1. Congress says the reading of 25A 4 means the VP & Cabinet are one entity & process does NOT have to be started by VP. 2. Congress declares itself the body that can remove POTUS & votes on it. 3. Congress votes to remove POTUS. 4. POtUS....
