As Mars-bound missions proceeded in subsequent decades, planetary protection rules were tightened. Loosening them "will enable NASA to explore faster, increase science output, and prepare for human missions while appropriately avoiding harmful contamination," Isaacman wrote.

In the 29 September memo, Isaacman directs NASA to revert its rules to those chosen by the Committee on Space Research in the 1960s. Under these rules, a mission is required to have less than a 1-in-10,000 chance of exposing an extraterrestrial planet to life capable of proliferating there.
