Permanent problems need permanent referees. The Rational Foundation Plan's position: watchdogs who can't be waved off by the people they're auditing, and a public record of what each dollar bought. You'd be able to look up who paid for the ad — without taking anyone's word for it.

Two House Democrats asked Congress's auditors and the office that enforces the ban on federal staff campaigning on the job to investigate. Trump's answer: "if somebody said that's wrong, I'll gladly pay the money." A rule that only binds when the spender volunteers isn't a rule.

Governments buy ads honestly all the time: army recruiting, storm warnings, census reminders. The test isn't the ad. It's the budget line. Money Congress gave an agency for borders and disasters is not a campaign fund. Spend it there and it's gone when the real job comes.

Taxpayers should be able to see where their money went before it turns up on television. The Rational Foundation Plan treats that as plumbing, not politics: binding ethics rules, watchdogs inside agencies who can't be fired for reporting, and spending published where anyone can check it.

Some government advertising is routine: hiring agents, warning about scams. The check is simple — could a campaign have run the same spot? One of these nearly already did, in 2024. Public money paying for political messaging is a bill sent to people who never agreed to the message.

Congress usually writes spending bills so money for one job can't be spent on another. Susan Collins, who chairs the Senate committee that writes them, says her committee had no part in this: the money came from a 2025 party-line bill with fewer strings. Reported so far: about $20 million.
