Raiding the Warm Homes Plan budget would break a manifesto promise. When we last did polling on this issue, 48% of Labour voters said the pledge to upgrade cold homes was a factor in their vote. Cutting the Plan could lead to higher bills for longer and voters will see it as a betrayal.
