Solar is already cheaper than fossil fuel to generate. But as the GOP say, they don't work at night. China, who makes most of the solar cells, is making sodium batteries that, combined with solar, will provide power 24 hrs/day cheaper than fossil fuels. And what is the US doing?

The thing you need to understand is that there are 2 (TWO) different method for amending the constitution 1) The process laid out in the constititon itself (conventions, or 2/3's of both houses followed by 3/4 of states ratifying) OR 2) find five votes on the Supreme Court.
