In 1999, Iowa conservatives proposed a plan to require a super-majority in the Legislature to pass a sales or income tax hike. This year, they're only trying to protect a flat tax that gave millionaires a huge windfall. They conveniently excluded the sales tax. This will hurt the rest of us.
