The losses are concentrated. Over two years Germany lost 295,000 industrial jobs, Romania 144,000 and Poland 70,000, while Spain added 153,000. In Germany, automotive alone accounts for 30% of industrial jobs lost since June 2024.
Bar chart showing changes in industrial employment across the EU between Q2 2024 and Q2 2026. EU industrial employment fell by 1.4%, with the largest job losses in Germany, Romania and Poland, while Spain recorded the largest employment gain.

Industrial employment has now fallen for three quarters in a row: around 261,000 fewer jobs over nine months, or roughly 950 a day. The scale is still limited, at 0.8% of the EU’s 33 million industrial jobs, and surveys suggest Q3 may reverse the trend.
Line chart on industrial employment, with Q2 2026 as the latest data point. Employment fell by 0.1% compared with the previous quarter and by 0.7% year-on-year; preliminary survey data suggest a possible trend reversal in Q3 2026.

EU industry is proving more resilient than expected. Manufacturing output was up 0.7% in Q2 2026 year-on-year, despite high fossil fuel prices, supply disruption and extreme summer heat. ECNO’s latest quarterly bulletin looks at whether EU policy is set up to keep it that way. tinyurl.com/2p2jaa4x

Clean power can be a competitiveness advantage. In early 2026, Spain's electricity-to-gas price ratio was estimated to be more than twice as favourable as that of more fossil-fuel-reliant countries such as Italy and Poland.
Chart showing the electricity-to-gas price ratio for industrial consumers in the European Union from 2019 to the first half of 2026, alongside selected Member States. The EU average ratio declined after 2020 and stabilised at around 2.5 to 3.0. Countries with high shares of renewable electricity generation, including Spain, France and Sweden, show substantially lower ratios than countries with higher fossil fuel dependence, such as Italy and Poland. In the first half of 2026, Spain's ratio was estimated to be more than twice as favourable as that of Italy or Poland, indicating a stronger relative price advantage for electricity over gas in renewable-based power systems.

The Strait of Hormuz crisis increased Europe's fossil fuel import bill. But lower demand helped avoid an estimated €14 billion in additional costs compared to 2022 levels.
Line chart showing monthly EU spending on imported fossil fuels from January 2017 to April 2026 (billion EUR). Spending peaked at around €70 billion per month following Russia's full-scale invasion of Ukraine in 2022 and declined thereafter. During the Strait of Hormuz crisis in spring 2026, spending increased again to around €40 billion per month but remained substantially below 2022 levels. The chart highlights that total spending during the first two months of the 2026 crisis was approximately 24% lower than during the comparable period of the 2022 energy crisis, reflecting reduced demand for imported fossil fuels.

Lower fossil fuel demand doesn't just cut emissions. It can also reduce EU's exposure to energy shocks. Our bulletin finds that spending on imported fossil fuels during the recent Strait of Hormuz crisis was 24% lower than during the 2022 energy crisis due to a reduction in fossil fuel demand.

As policymakers respond to the economic impacts of the recent disruption in fossil fuel markets caused by the US-Iran war and the closure of the Strait of Hormuz, critical decisions are also being made on the future direction of the EU's Clean Industrial Deal. The first edition of the Clean Industrial Transition Monitor Quarterly Bulletin tracks developments in important economic indicators relevant to EU industry and monitors key policy developments under the Clean Industrial Deal.

Our 2026 NECP update covers all 27 Member States. The assessment finds persistent gaps in renewables, energy efficiency, policy impacts and the phase-out of fossil fuel subsidies. With Poland’s final NECP still pending, the picture is clearer, but not yet reassuring. 🔗 tinyurl.com/4uw6cb2j
