So I have to translate what I know to blender terms and operations haha. Shapekeys to help support your deformations is super great esp for body parts. But for a cartoon mouth you can try pure shapekeys :> 110

If lowering the polycount and using a subdivision modifier isn't an option, You could try shapekeys rather than bones and just sculpt/stretch your mouth shapes 👀 110
