Uhhhhh, Minnesota is not required to use a grand jury for most criminal charges. Most felony and lesser offenses are charged directly by a prosecutor's complaint and a judicial review. His charge did not seek a life sentence. MN law requires a grand jury for charges eligible for life sentence.
