This is absolutely the point. Rights advocacy for any oppressed group is almost entirely about removing oppression, not granting special rights. Trans "issues" poll poorly because they use right-wing framing ("boys playing girls sports"). If neutral language is used they do better

It's easy to see why trans people would be skeptical of pragmatic solutions that can be seen as another flavor of erasure. But it's counterintuitive to accuse allies of insincerity (as a certain popular account had been doing lately) for being strategic. Trans rights are very unpopular w/ normies.
