It is quite possible the Rubio Miami Cuban coalition convinced Trump to do this- saying it would be good for his legacy etc. Because the oil thing is just not going to pan out - or at least not any time soon. Chevron is already there. Kicking out Maduro doesn’t magically make the oil flow.

Every time I’m in Europe I think about how bizarre it is that 1) the US just simply can’t do trains for basically inexplicable reasons.
