PS7 installed as .msix does support the *-Appx* cmdlets. I use them all the time The one caveat (today 😉) is you can't register packages for LocalSystem. If you're trying to run winget as LocalSystem that may be the problem

This is incorrect. If you provision a package it will be registered for all users - new and existing. PackageManager.ProvisionPackageForAllUsersAsync() provisions the package family and registers current user. Other users may not see it registered immediately (typically happens at next user login)
