My vote is yes, but here’s a brief summary: 1. Both countries would need to agree on a negotiations (state, fed, etc). Canada would need to acquire the funds, additional govt, housing, etc, and land negotiations with Indigenous ppl. Add changes to trade, treaties & environmental impacts. Etc
