I'm pleased to see strong condemnation of the alarming use of the death penalty (over 1,200 executions in the first 10 months of 2025) and the call for transparency in death penalty practices. Also pleased to see transnational repression included in the resolution.

The UN General Assembly's Third Committee adopted resolution A/C.3/80/L.30 (docs.un.org/en/A/C.3/80/...) on the human rights situation in the Islamic Republic of Iran by 79 votes in favour, 28 against, and 63 abstentions.

مایهٔ خرسندی است که در این قطعنامه، استفادهٔ هشداردهنده و شدیداً نگران‌کننده از مجازات اعدام — با بیش از ۱۲۰۰ اعدام در ده ماه نخست سال ۲۰۲۵ — محکوم شده و بر لزوم شفافیت در روند اجرای احکام اعدام تأکید شده است. همچنین مایهٔ خرسندی است که موضوع سرکوب فرامرزی نیز در این قطعنامه گنجانده شده است.

Before demolition began, graves at this and other burial sites had already suffered damage or destruction over decades. Reports also indicate the destruction of graves of those killed during the 2022 protests and victims of Flight PS752.

این مکان‌ها حلقه‌ای حیاتی میان زندگان و مردگان‌اند؛ جایی که جوامع تاریخ خود را به یاد می‌آورند. تخریب این مکان‌ها نه تنها روایت‌های فردی بلکه حافظهٔ جمعی را نیز از میان می‌برد. تخریب چنین مکان‌هایی نقض حقوق بین‌الملل محسوب می‌شود و رنج خانواده‌ها را عمیق‌تر می‌کند.

قبرها مکان‌های دارای حرمتی هستند، که در کنار آن‌ها خانواده‌ها عزیزان خود را گرامی می‌دارند، مراحل سوگ خود را طی می‌کنند و حافظهٔ جمعی را در گذر نسل‌ها حفظ می‌کنند.

قبرهای مرتبط با اعدام‌های جمعی دههٔ ۱۳۶۰ صحنهٔ جرم هستند و براساس پروتکل مینه‌سوتا (استانداردهای بین‌المللی تحقیق دربارهٔ مرگ‌های بالقوه غیرقانونی) نیازمند حفاظتِ تخصصیِ پزشکی-قضایی می‌باشند.

همان‌گونه که در مکاتبهٔ ما با دولت ایران توضیح داده شده است، حقوق بین‌الملل دولت‌ها را موظف می‌کند که مرگ‌های بالقوه غیرقانونی را مورد تحقیق قرار دهند، شواهد را حفظ کنند و از برخورد محترمانه با بقایای انسانی اطمینان حاصل کنند.

همچنین خانواده‌ها از دسترسی به برخی گورستان‌ها محروم شده‌اند، از جمله گورستان خاوران، محل یک گور جمعی مربوط به اعدام‌های دهه‌ی ۱۳۶۰ که در مارس ۲۰۲۵ (فروردین ۱۴۰۴) دسترسی به آن مسدود شد.

در اوت ۲۰۲۵ (مرداد ۱۴۰۴) ، گزارش شد که مقامات این بخش را تخریب کرده‌اند و قصد دارند آن را به پارکینگ تبدیل کنند؛ با این توجیه که این قطعه «رها شده» است، ادعایی که خانواده‌ها به‌شدت آن را رد می‌کنند.

Together with other UN experts, I condemned the destruction of Plot 41 of Behesht-e Zahra Cemetery in Tehran. In August 2025, authorities reportedly demolished this section, with plans to convert it into a parking lot, describing the site as ‘abandoned’—a claim families strongly dispute.

وقتی از آن‌ها می‌پرسیدم آیا هدف سرکوب فراملی قرار گرفته‌اند، برخی ‌پاسخ می‌دادند «نه»، اما وقتی بیشتر پرس‌وجو می‌کردم، مشخص ‌می‌شد که به‌طور مرتب هدف تهدید آنلاین، تلاش برای فیشینگ و حملات سایبری قرار‌ می‌گیرند. ‌

از جمله استرس بالا، هوشیاری (گوش‌به‌زنگی) بیش از حد، تغییر در روال زندگی روزمره و پرهیز از شرکت در گردهمایی‌ها. بسیاری گفته‌اند «آنقدر می‌ترسند که نمی‌توانند زندگی عادی داشته باشند».

سرکوب فراملی: تهدید، آزار رساندن و آسیب زدن به افراد توسط حکومت‌ها در خارج از مرزهایشان، پدیده‌ی جدیدی نیست اما این اصطلاح به تدریج بیشتر شناخته می‌شود.

What they considered ‘safe’ had been redefined by necessity— and normalising these threats appeared to be a survival strategy that enabled them to continue their important work. We must recognise this reality and protect those speaking truth to power.

When I asked them if they had been a target of transnational repression, quite a few replied ‘no’, but when probed, they were regularly receiving threats online, experiencing phishing attempts and cyber-attacks.
