Existe um modus operandi bem característico das gestões públicas para assinar contratos superfaturados com empresas aliadas: os contratos emergenciais! Inclusive, muitas vezes, o colapso do sistema é "estimulado" para que a assinatura desses contratos não encontre resistência.
