Also thinking about this more, I think a relatively simple compromise would be for NDOT to fully pedestrianize Broadway from like 1st to 4th (at least) and then in the same action automatically give sidewalk cafe/outside dining approval to all the businesses along that stretch. Then boom, Euro plaza

Absolutely they've got a hotline to the capitol - the DTC is a massive part of the state's money, after all. If Beale and Bourbon can do it, surely Broadway. The MNPD wages every weekend alone just for directing traffic must be insane.

I think if TDOT is stuck on it then it's because of the political pressure from the rich bar owners. Perhaps if our downtown CM had a spine on this (or anything), the pressure for safety and livability and economic benefit would be great enough to tell the bar owners to shove it

My understanding is that the state is absolutely fine not maintaining/dealing with broadway and instead the problem is the bar owners/Steve Smiths of the world that "don't want the party in the streets" (read: they think people in a ped plaza won't spend money in their bars)
