A reference to Matt Groening's 1990's comic strip Life In Hell, there was a running gag of Bongo (pictured) being held hostage that sometimes bordered on institutionalization.

The dialogue is a reference to *CW* Matt Groening allegedly recieving a foot massage from Virginia Roberts Giuffre, who was aged 16, on Epstein Island.
