Note the reduction in alcohol deaths following the new Scottish licensing Act2005 [inc a unique Public health Interest requirement] As Minister Iset up the Morrison review which led to the Act. Note also the drop with Alastair Darling’s duty escalator c2009-11 and the rise once abandoned by Tories
