I plan novels the way you'd plan a building: walls first, decoration later. The single most useful tool I've found is the end-state test. For every chapter, write one sentence in this form: "At the start, X is true. At the end, Y is true." Not "this chapter is about Whitechapel."

Most first novels die in the middle. Not because the writing is bad, but because nothing turns. Before I drafted a word of Moriarty's Defence of Sherlock Holmes, I wrote a chapter list where every chapter had one required job: the state of the story at the end must not equal the state at the start.
