I personally just add a rig to the hair (parented to head bone of character rig) and use the Wiggle Bone addon on the hair bones

Ngl there's so many reasons why that could be happening, since Blender isn't very well optimized out of the box I'd start by checking if there's any collision or simulation modifiers, make sure you have gpu rendering enabled, disable other stuff in the scene when posing, always pose in solid mode
