The Age of Heroes isn't real. It's a shared setting for centuries of oral tradition myths (often contradicting each other). You can no more depict it accurately than you can depict Santa Claus or the boogeymam accurately.

You're comparing a 1 inch tall insignia to a 50 foot tall banner. That's not even remotely close to the same level of prominence. I absolutely believe that most tattoo shops try to avoid even less prominent Nazi symbols, but that doesn't mean this specific shop in Croatia was doing that.

Swastikas were used extremely prominently (bright red armbands, huge banners, etc.) and so are known to be associated with Nazis by anyone with a cursory knowledge. Totenkopfs were much less prominent (uniform/vehicle insignia of specific military units) so it's easy not to know the association.

Even from a selfish perspective, it's a terrible policy decision. For a cost of only $100/per year/per American, we were increasing our own food security, increasing our own soft power and improving our own national security (starving people are desperate and desperate people are dangerous).
