Venezuela produces heavy, sour crude oil with a high sulfur content. It’s dark, thick and sticky; hard to pump and to refine. The strategic reserve contains light, mostly sweet oil with half the sulfur of VNZ crude. Adding VNZ oil to the SPR would ruin both the oil and the storage facilities.
