Perhaps this could be the Shelter's basic enemy? It would make sense for a place like the Shelter to have a literal test enemy.

There is also an image of the account that posts Deltarune updates, which is called weatherdoll and has the display name g. The image then states "What if the Shelter was a tornado shelter, and somebody put up a weather doll in the past to bring good luck? Could that be important in the Dark World?"
