If you leave dangerous electrical equipment turned on unsupervised and then go away and it burns down the house is that a sign that the equipment is becoming 'self-aware' and intends world domination or is it a sign that its owners are irresponsible morons?

Many cities and municipalities have indeed invested in better local infrastructure. The main issue are regional roads (’gewestwegen’) that are managed by one of the three regions. They do invest, but it will take many years to eliminate every ’moordstrookje’. See fietsersbond.be/fietsinveste...
