been on a testing bender and have always hated that i can't really test my stuff on protocol. so i spent too much time and tokens working on a package that can standup an atproto testnet (pds, plc & relay) to have full integration testing locally. no more bs, fakes, mocks, and gaps in coverage

I have created a open PDS that is meant for testing accounts. Any account created on this PDS will be deleted in 7 days of its creation. Thought we needed a good way to test stuff without worrying about wasting other peoples compute/storage. Made this to test the account creation stuff
