~10 years were explicitly set aside for concept/tech development so that when the time comes to actually implement it can be as straightforward as possible. When the Astrophysics decadal survey looked at the various proposed new telescopes, they decided none were OK and we should focus on prep.

A table listing large observatories that were proposed to the 2021 Astrophysics Decadal Survey. Three are for Ultraviolent/Optical/Infrared light, one is for X-Rays, and one is for far-IR. Costs range from 7.8 to 17 Billion dollars and development times from 15.5-20 years, both as ideal scenarios assuming an immediate start and no underfunding.
