Eureka! The problem was actually the horizontal sync. None of the pots on the video board are labeled, but if you dig long enough the info is out there.

These caps were just to reduce line noise, so they are "optional." Apparently they are paper/foil caps and after sitting in storage for 30 years they absorb moisture and become electronic popcorn. After removing the dead one be are back to square one with a scrambled raster.
