This is part of a block of code points added to Unicode 7, released June 2014 that apparently canonized the glyphs from OG Wingdings of 1990 / Windows 3.1 (which does NOT provide this mouse design, just a much plainer one,
despite my first thought when seeing it being “that’s Microsoft Publisher 98 core as a fuck”; there do seem to be some other glyphs in a similar style in the Apple Symbols [metadata ©️ 2003-2006] proffered in Font Book (from /System/Library id think), so it may actually be a hold over from a pre OS X Macintosh? [that doesn’t necessarily preclude design by a preferred artist of or licensing from Microsoft of the 80s] )
However It doesn’t really appear that Microsoft distributes a version of Wingdings that actually takes up its purpose-allocated codepoints [or certainly that one isn’t pervasive], instead still mapping up in ASCII range (as famously controversial exploited in antisemitic 9/11 conspiracy theory email forwards of the early 2000s) and down in Private Use area — at least for the version I found installed on my Mac, also ©️ 2006, and (obvs) ©️ Microsoft; maybe ships with macOS? Maybe I installed office or outlook at some point?).
