Not necessarily the prosecutor, but there's always a conflict of interest. Colleges usually have a cozy relationship w/ their host town. College is largest employer, and city cops work PT for university police force, college gives scholarships to a few smart local kids.

my dental procedures (4 crowns, IV sedation) would have been 17K in MA. turned out to be 2k in TJ, partly bc Mexican dentists less eager to replace fillings w/ crowns.
