Or - "you may move all counters" doesn't recognize in detail what it will entail (partially adding a -1/-1 counter), and is allowed by the nontangible code of magic (tabletop, not a program). Hence being allowed and not being disallowed by Melira, and Melira just affecting the -1-1 not being moved

The way I see it, it can go either way: - the non tangible code of magic (tabletop) reads "you may move all counters" as "you may remove -1/-1 counter and hexproof counter from this, add a -1/-1 counter to target creature etc", hence making it illegal.

MTG Judge here- This question can't seem to get consensus: The Ozolith has a -1/-1 counter and a hexproof counter. Beggining of combat trigger, is 608.2d in effect here, and "move all counters" is seen by the game as trying to put a -1/-1 counter? @wotcmatt.bsky.social
