No one is instructing principals to commit fraud for rounding errors. The District might be tightening screws. And it might be tightening them too hard. But principals are not experts on how state funding works, and so we should be careful about ascribing them the ability to divine intent.

If Philly lost 720 kids for the entire year, half of which were ELL, what would be the percentage change in its two largest sources of general education funding? Its Basic Education Funding? Down six one thousands of one percent. Its adequacy funding? Zero point zero.

But ALSO, the vast majority of Philadelphia's funding is not dependent on this year's enrollment AT ALL. It is in a "base" that will never change. I did the math for last year.

State funding is through a three year average of average daily membership, a tally that is taken monthly, and then averaged. There is nothing special about October 1. It is not like if you have a kid enrolled on October 1, you magically get to keep funding.

Principals know many things. They are heroes. But they generally don't get how the state funding system works, including here. October 1 enrollment has essentially no impact on state funding.

Is some subset of that 720 kids who had to flee the United States? Very possible. I have sadly seen the impact of ICE enforcement in my own child's class. But is that all of them? Of course not -- kids get lost in the shuffle in a giant city, and a school must -- must -- try to find them.

To start, the premise is that the District is forcing schools to reenroll 720 kids who were dis-enrolled without proper documentation. Is that wrong? Generally, not at all. Schools have a legal responsibility to find out why a kid is not coming to school.

The Inquirer reported that the Philly School District is juking enrollment stats, including this quote from a principal: "They’re doing this so we don’t lose the funding." That statement is almost certainly wrong.

It is both profoundly sad and also just big loser shit. Big cities should have institutions - but we have watched as Atwater Kent, University of the Arts, and now the Academy have been allowed to wither without any seeming civic energy to stop it from happening.

I still remember the Daily News headline after game 8: Seven and Onederful. It was a joyous year. (Of course in retrospect, Dykstra was an awful human being and there was obvious roid use.) But it was joy. And they *were* very good, and should have had a game 7, with Schilling lined up to go.

Plus the Eagles had the worst owner in sports, who just lost the best defensive end in the history of the sport. The Sixers and their own terrible owner were entering a post-Charles wilderness. And along came the last-place Phillies. They swept their opening series. It was manna from heaven.

I loved 2022. It made my seven year old a permanent baseball fan. And yes—they were bad for the years around 1993. The ownership was awful. The farm system had essentially abandoned/ignored Latin America. Bonds and Bonilla ended our hope by week two of the season.

I’m not sure why you are angry! It was a special year. Part of it was surely lightning in a bottle. Part of it was guys new to the team in 93. And a huge part of it was that aging guys were all healthy. Dykstra and Daulton, in particular. But there was serious offensive talent on the team.

Only one of them was chunky. He was also insanely talented. The others were, in fact, jacked, because… In any case, the lineup was incredibly deep. And they beat Maddux/Glavine/Smoltz, then lost in game 6 of the WS because their manager refused to put in Tommy Greene over a closer with a shot arm.

The lawyers for the hospital’s patients, who brought the challenge, noted both the success of the litigation — and the future unknowns.

 “The children we represented, their families, and all minor patients from UPMC’s gender-affirming care clinic can now rest easy that their personal information will not be exposed to a hostile administration,” Mimi McKenzie, legal director of the Public Interest Law Center, said in a statement provided to Law Dork. “That’s a win for patients. But it came with a great cost. They faced the possibility of harassment from the federal government and the fear that their private healthcare records would be in the hands of people who think that transgender and nonbinary people shouldn’t exist.”

McKenzie warned, however, that DOJ “has been reaching agreements with healthcare providers to end gender-affirming care and prop up ‘de-transition’ clinics, at a cost of hundreds of thousands or even millions of dollars,“ adding, “Gender-affirming care is legal in Pennsylvania, and gender-based discrimination is not. UPMC must follow the law and not cave to a hostile administration.”

Philly just shifted its rules for how kids with disabilities can get into special admissions schools. A lawsuit threat prompted the change.
“The district should want to have engaged and talented students with disabilities in our top schools, not push them out," said a parent whose child was affected by the now-changed policy.
