EXCLUSIVE: The FTC has three weeks of funding if the government fails to avert a shutdown by Sept. 30. After that, ongoing lawsuits and rulemaking are very likely to go on ice. Don't try to sneak by with deals, though: HSR review doesn't stop for anyone.
