Plenty of parallels to this scene, the big exception being that the Joker was intelligent.

The Joker from the 1989 Batman film, holding up money that he's offering to the public to make them like him, despite clearly being an evil villain who hates them all and then goes on to literally kill many of them. How this corresponds to today's reality is anyone's guess really.
