Yes, the initial, shallower part of the bunker complex—known as the Vorbunker (forward bunker)—was built directly underneath a large reception hall or ballroom in the garden of the Old Reich Chancellery, completed around 1936. The deeper, more famous Führerbunker where Hitler died was constructed later (1944) adjacent to it.
