Chelsea were allowed to become a 10 foot tall chicken. This allowed Man City to become 20ft chicken. Newcastle were prevented from becoming a 30ft chicken. Now everybody else has to sell their eggs in case they become massive chickens.

I don’t see how you can retrospectively punish Man City without also compensating those who lost out on titles, CL, got relegated, etc., which has innumerable knock on effects further down the leagues. But you *could* dock them 1,000 points which they have to claw back over consecutive seasons.
