The FCC and the agency's inspector general did not respond to requests for comment. An FCC spokesperson previously told ProPublica that agency ethics officers have for years cleared commissioner appearances at the gala.

8) Final signoff from the Office of Government Ethics is absent on the record. OGE approvals usually happen in May and early June. But I know, OGE didn't have the record either because they told me so. We are now in August folks. Why was it kept from the federal ethics office?

7) As the day was just about to end, and the ProPublica team was about to head home for the weekend, the FCC finally sent Carr's report. A few items leapt off the pages. First, Carr submitted the record on June 19 and the FCC approved it on June 22. Why it wasn't released on June 24 when I asked?

6) The agency officially would violate the law if they hadn't responded by Friday, July 31. On Friday, they violated the law and I sent an email to the ethics officials, the inspector general and the commissioners making them aware of that fact and seeking their comment about for the story.

5) I emailed the FCC my newest request for Carr's financial report on a bright, shiny form. The response: More radio silence. But this time I was empowered with knowledge. Under the law, an agency must provide the record within 30 days - if they have it. So I waited.

2) OGE said they didn't have them and that FCC never sent them. Ugh oh. Ugh. Oh. Surely that's a mistake right? I reach out to the FCC and tell them with OGE said. This time I got radio silence. Nothing. Nada. A silence so deafening a tiny rat pee-pee-ing on cotton would have been louder.

1) I knew the deadline for public availability was June 15 and we already had the reports for Commissioners Trusty and Gomez. The response to my request was a bit weird: Instead of providing Carr's records, the FCC directed me to the Office of Government Ethics (OGE). I asked OGE for Carr's records.

One complaint asks that FCC Chair Brendan Carr and Commissioner Olivia Trusty repay Paramount the “fair market value” of any improper gifts and that Carr be disqualified from involvement in the FCC's decision on the Paramount-Warner Bros. merger.
