Ottawa city council has made clear where their priorities lie.

August 1, 2026 marks a sad day in the history of the City of Ottawa with respect to the Charter of Rights and Freedoms, as the City of Ottawa's Safe Access By-law (better known as the bubble by-law) comes into effect.

This poorly-written — and likely unconstitutional — by-law was rushed through council, while other motions have sat on the "to-do" list for years.

City council enacted this by-law to stifle protest after rejecting a motion to get a legal opinion on its constitutionality.
Why? They want to provide yet another tool to deter and harass protesters. Bubble by bubble, our rights and freedoms are being eroded!

COPOUT 613 will be watching how this by-law is enforced and conducting further investigation into how it was introduced in the first place.
