I think it's the wrong approach. Instead, there should be zoning regulations that prevent short-term rentals in residential areas. That would discourage buying by corporate landlords, which should keep housing affordable. Fredericksburg, Texas did this, albeit a little late.

I assume you mean 1947 when all of Jerusalem was to be neither Jewish nor Arab. Jerusalem was designated as a separate "corpus separatum" not assigned by the UN to any state. Jerusalem, as I understand it, was to be controlled by the coordination of the religions.

One of the reasons are roads and bridges and sewers are failing is because social infrastructure is consuming dollars needed for physical infrastructure. We feel good today with social infrastructure but we suffer tomorrow and for years with the deteriorated physical infrastructure.
