Businesses think in terms of return on capital. From a $900 budget, one can buy 45 $20 shirts and sell them for $1800, a $900 profit. For $45 shirts, only 20 shirts for $900. At the same $20 markup, that's just $1200, or only $400 profit. All else being equal, they prefer receiving $900 over $400.
