The rate of growth in state and local spending in Washington versus the national average is very similar across the past 30 years. Our level is 5–10% higher than the US average, which is reasonable given the higher cost of living and higher median salaries here.

People have a hard time understanding the issue of adjusting for GDP versus adjusting for inflation. One thing worth point out is that our state and city are not outliers. Per capita state and local taxes and spending have increased relative to inflation everywhere, blue and red areas alike.

To understand the issue better. My understanding is that having data centers closer will make for fewer delays when using our computers. I would likely agree that the benefits are not worth the cost, but at least talk to a few tech experts who can make the case.

Today Westneat went to town on this story. Poor accounting and leadership turmoil is a huge problem, but I wish journalists would give more context about the size of the KCRHA budget during the period covered by the audit and where that money went.

There is a wealth of research that shows implementation of service programs makes a huge difference, and good implementation involves rules and procedures. Housing first sites do not require abstinence from drugs but do typically prohibit violent and aggressive behavior.

I am on board with using a housing first approach that does not require abstinence from drugs. But there are going to be rules—no weapons, no fighting, noise curfews, etc. We need to tell stores about well-run programs that are safe and successful, not just criticize sweeps and the police.

1811 Eastlake is an important case of a housing first program that has been successful. Yes, it does not require abstinence from drugs, but it has rules and routines. Residents help make the rules, but they also have professional staff that help make sure things are safe and orderly.

That article is behind a paywall for me. It looks like it might be based on a single housing first example. I am for housing first, but well-run programs of any kind have rules. I want us to be careful about sounding like we are arguing for an extreme position where no laws are enforced.

I probably agree with you on what works. My comments were about messaging and avoiding being mischaracterized (e.g., by the Seattle Times editorial board) as advocating an extreme "no rules" approach. Supportive housing has rules. Methadone clinics have rules. Needle exchanges have rules.

I'll add that Wilson's messaging on this has been pretty good. She has made an effort to emphasize pragmatism, which is (1) a good thing in itself and (2) what the public wants to hear.

The safe alternatives mean treatment and supportive housing, but those things don't work without rules and enforcement of rules. Simply not enforcing laws is not a good alternative. At times, that's what it sounds like the harm reduction folks are advocating.

In general, I agree with you, but these are complex issues, and we get into problems when it sounds like we are advocating a simplistic "no sweeps" and "housing first with no rules" approach. With safe alternatives available, it should be okay to enforce laws against encampments and drug use.

Interesting article, but it needs a follow-up explainer. First, a clear definition of "affordable apartment" would be helpful. 30% of local area median income? Second, contrast with cities like Austin, which added lots of market rate housing and saw average rents decrease, would be interesting.

Would love to see you address whether CPI adequately captures cost of living over the long term. CPI-adjusted median household income has increases 30 to 40% over the past four decades but there has not been a commensurate decrease in people having trouble paying bills.
