Towers to divert wind flow into buildings with advanced evaporative cooling go back to at least the Egyptian Middle Kingdom, and there's no reason to think they weren't widespread elsewhere with less abundant archeological documentation except, as you suggest, racism.
An elaborate air conditioning system from Egypt that uses wind-forced air and high surface area evaporative cooling.

“We believe that we invent symbols. The truth is that they invent us; we are their creatures, shaped by their hard, defining edges. When soldiers take their oath they are given a coin, an asimi stamped with the profile of the Autarch. Their acceptance of that coin is their acceptance of the special duties and burdens of military life—they are soldiers from that moment, though they may know nothing of the management of arms. I did not know that then, but it is a profound mistake to believe that we must know of such things to be influenced by them, and in fact to believe so is to believe in the most debased and superstitious kind of magic. The would-be sorcerer alone has faith in the efficacy of pure knowledge; rational people know that things act of themselves or not at all.”

The thing is we've spent billions for over a century on "Police Reform" and at the end of it they're killing more of us, and solving fewer major crimes than ever before. "We could try and reform the police" isn't an untested concept. The purpose of a system is what it does.
Every heartwarming human interest story in america is like "he raised $20,000 to keep 200 orphans from being crushed in the orphan-crushing machine" and then never asks why an orphan-crushing machine exists or why you'd need to pay to prevent it from being used.

And then, when you ask why the orphan-crushing machine even exists, americans act bewildered that the large hydraulic device with a chute labelled INSERT ORPHANS HERE could be mistaken for an orphan-crushing machine

"you put orphans in, as the label suggests. It crushes them. It's even named the Orphanhammer 2000."

Only if you're foolish enough to put orphans in it, the american responds.

And if you ask why they, knowing this, continue to put orphans into the orphan-crushing machine, the american will be baffled at the idea that you wouldn't use an orphan-crushing machine.

"It's right there. Would be a waste if you didn't use it."

"That’s the real issue this time,” he said. “Beating Nixon. It’s hard to even guess how much damage those bastards will do if they get in for another four years.”

The argument was familiar, I had even made it myself, here and there, but I was beginning to sense something very depressing about it. How many more of these goddamn elections are we going to have to write off as lame, but “regrettably necessary” holding actions? And how many more of these stinking double-downer sideshows will we have to go through before we can get ourselves straight enough to put together some kind of national election that will give me and the at least 20 million people I tend to agree with a chance to vote for something, instead of always being faced with that old familiar choice between the lesser of two evils?

Now with another one of these big bogus showdowns looming down on us, I can already pick up the stench of another bummer. I understand, along with a lot of other people, that the big thing this year is Beating Nixon. But that was also the big thing, as I recall, twelve years ago in 1960 – and as far as I can tell, we’ve gone from bad to worse to rotten since then, and the outlook is for more of the same.

So, I checked in on this. . .. Some art things in DF don't exist until you look at them. Famously, if you delay reading your artifacts, you'll get some that predict others, etc.. Carvings are like that as well; they only exist when you're looking. So unfortunately it can't be added as a mod.
Rome of Oxtrot replies to my question. She's the head of the DFHack project.

She says: "strangely enough, this can't actually be done, because art doesn't exist until the player looks at it. if you have a dwarf running around engraving a bunch of stuff, those engravings are inchoate and don't exist in a definite form until the player actually inspects them, and thus we can't count what their elements are because they don't exist yet

also, if they were engraved and looked at, and then the fort was saved and reloaded, they won't be in memory until, again, the player looks at them

thus, dfhack can't reliably count the number of, say, engraved snails in a given fort, or produce statistics of this nature, because those data depend, in almost every circumstance in a real player fort, on the results of a random number generation that has yet to occur ".

I reply with a green heart emoji.

It was perfectly possible! They used it medicinally, and Herodotus' account of the hemp-smoking Scythians was available to them. Plenty of bronze and iron age societies used it at least ritually.
"The Scythians take kannabis seed, creep in under the felts, and throw it on the red-hot stones. It smoulders and sends up such billows of steam-smoke that no Greek vapor bath can surpass it. The Scythians howl with joy in these vapor-baths, which serve them instead of bathing, for they never wash their bodies with water." --Herodotus

We need these fines to be set in context. When judges _started_ handing out $250 fines, they meant a fat stack of $20 gold Double Eagles, or ~$60,000. To be fair the stack below is $260 face value, so they'd get change. The token $100 fines judges like to give each other would be ~$23k.
