🎙️But next-gen geothermal lacks the political focus and will needed to enable it to scale across Europe. VP @martinhojsik.bsky.social just launched a new Working Group for the Cleantech Friendship in the European Parliament, with the goal of making Europe a powerhouse for next-generation geothermal.

🎙️In the EU alone, next-generation geothermal energy could cost-effectively replace 42% of coal- and gas-fired generation according to think tank Ember. This represents a major opportunity for building Europe’s clean industry.

🎙️While until recently geothermal energy could only be accessed under specific geographical circumstances, innovative next-generation technologies have unlocked massive potential across the planet.

🎙️Next-generation geothermal provides baseload power independently of weather conditions and other external factors. It also offers a major security advantage, as it’s located underground and hard to attack.

🎙️Europe must reinforce its security by transitioning to an electrified, decentralised system that is based on clean homegrown energy and ready to deal with disruption.

Its centralised energy infrastructure is ageing and easy to target. And fragmented energy markets mean technologies struggle to scale across the continent.

🎙️Europe’s energy system is under severe threat. Highly dependent on imported fossil fuels, the EU has paid tens of billions of added costs since the start of the US-Iran war.

Policy Paper Unlocking the EU Innovation Fund: Speed, Scale and Strategic Focus
The EU's flagship innovation fund for cleantech has awarded €11.6 billion to projects. But only 2.7% has been paid out. This must change.

Cleantech for Europe @cleantechforeu.bsky.social · 29/09/2026
The Innovation Fund can be one of Europe’s most powerful tools for bringing clean technologies from demonstration to early commercial scale. The ETS review is the moment to start making it fit for that task.

💶 Match financing to the risk. Complement grants with loans, guarantees and output-based support, while using active milestones to adapt support or redeploy capital when projects stall.

💬 Move from applications on paper to structured dialogue. Introduce rolling, two-stage applications and engage directly with project developers, investors and lenders to test commercial assumptions, bankability and what is preventing FID.

🏗️ Focus on commercial scale-up. Continue supporting high-risk demonstration, while putting greater emphasis on commercial FOAKs and early follow-on projects that can unlock deployment at scale.

📄 Today, we are launching our new paper Unlocking the EU Innovation Fund: Speed, Scale and Strategic Focus. We propose six pillars for reform, built around three fundamental shifts.

Parliament and Council should preserve that flexibility rather than hard-code a new overly prescriptive operating model into primary legislation.
100
Cleantech for Europe @cleantechforeu.bsky.social · 29/09/2026
The 2026 EU ETS review is rewriting the Innovation Fund’s legal framework for the post-2030 period. The Commission proposal removes several constraints currently hard-coded in the ETS Directive and gives much greater flexibility over how the Fund selects and supports projects.

👉Europe doesn’t just need to commit capital to cleantech. It needs to turn that capital into projects that are financed, built and scaled. And there is a rare opportunity to fix this.
100
Cleantech for Europe @cleantechforeu.bsky.social · 29/09/2026
Europe’s flagship Innovation Fund has committed €11.6 billion to cleantech projects. Yet by mid-2025, only €332 million – 2.7% – had reached project promoters. This is unsustainable and must change.

Report The EU ETS review: Protecting and strengthening Europe’s Cleantech engine
Explore Cleantech for Europe’s recommendations for the EU ETS review to strengthen carbon pricing, clean technology investment and industrial decarbonisation.
000
Cleantech for Europe @cleantechforeu.bsky.social · 17/09/2026
🔹Deploy support at speed. Make the financing instruments faster and open them to frontrunners already building, tying each instrument to clear local content requirements so public money strengthens Europe's industrial base.
100
Cleantech for Europe @cleantechforeu.bsky.social · 17/09/2026
🔹Make ETS revenues work. Direct half of Member States' revenues to the decarbonisation of ETS sectors and half to the supporting infrastructure and clean manufacturing capacity the transition depends on, made in Europe.
100
Cleantech for Europe @cleantechforeu.bsky.social · 17/09/2026
🔹Turn free allocation into a genuine investment signal.Proceed with the phase-out on schedule for CBAM sectors, and make free allocation conditional on real decarbonisation investment in Europe.
100
Cleantech for Europe @cleantechforeu.bsky.social · 17/09/2026
Our recommendations: 🔹Keep the price strong enough to drive investment. Retain the linear reduction factor at 4.4% through 2035 and set it at 2.7% from 2036, keep international credits out of the system, and hold the intake rate and thresholds of the Market Stability Reserve.
100
Cleantech for Europe @cleantechforeu.bsky.social · 17/09/2026
Two key elements of the review matter above all: ✅Maintaining a credible carbon price that is predictable and meaningful enough for companies to invest ✅Adopting a far more strategic approach to how ETS revenues are used, both by Member States and at EU level

Will the ETS remain an engine for cleantech investment in Europe? Or become a weaker signal when industry frontrunners need certainty the most?

Can Europe’s industry still be saved? Few files this mandate will do more to shape Europe’s industrial future than the EU ETS review, published by the European Commission on 17 July.

A homegrown cleantech industry can protect us from future energy crises. It can decentralize our energy system, making it harder to attack. And it can provide the industrial leadership jobs needed for our society to prosper.

But this apparent lack of control hides decades of under-investing in Europe: under-investing in our technological sovereignty, in our defense, and of course in climate mitigation and adaptation.

➡️But the current proposal adopts a too broad definition of “Made in Europe”, risking neutralising its industrial impact before it even enters into force. To deliver on its promise, the IAA must tighten the geographic scope of Union-origin to EU+EEA.
