I'm referring to "soft-blocking", not blocking in general. On twitt, "soft-blocking" forces someone unfollow you, but not on Blue, and that just personally annoys me. Sometimes, you just don't want certain folks following you, but you don't want to out-right block them, so you'd S-B them instead.
