Yes, but did they also expect (wrongfully) that businesses would ‘expel’ their cheap labor, thereby eliminating the competition? And I saw some press of the day refer to it as ‘restriction’ - I tried to walk a fine line in the episode & give qualifiers 😬

I appreciate this take - and I honestly struggle myself with where to land. On one hand I see Williams argument because if it “worked” then why the violence of the mid 1880s? But on the other - it clearly was an attempt to blunt & prevent Chinese immigrants.
