Signs of progress: This plaque is at the Birmingham Civil Rights Institute, across from 16th Street Baptist Church, a site of the 1963 bombing that killed four young girls. Years later, in 1971, Birmingham was named an All-America City. Eight years after, the city elected its first black mayor.
