I don't know about others looking through the Daily Files at agendas, but I like that the Assembly Emergency Management Cmte and the Assembly Economic Development, Growth, and Household Impact Cmte publish their consent calendar in the File.

AB 580 has one of the best special statute plus sections that I have seen in years, with six specified reasons for it not being a general statute. The language is contained in Section 2: leginfo.legislature.ca.gov/faces/billTe...

We usually see this in ballot initiatives: "SECTION 1. The people of the State of California find as follows:" But now this language is in at least one bill. Usually bills say: "The Legislature finds and declares the following:"

When a committee vice chair has been called upon to chair a hearing (e.g., the chair is presenting her or his bill, or is otherwise absent), that Member is now the Chair. As such, please refer to them as Madam Chair or Mr. Chair (and not Madam/Mr. Vice Chair!)!

"Implementation of this section is contingent upon an appropriation by the Legislature for purposes of this section." This bill language has become more prevalent in recent years, but is not a guarantee of surviving the Suspense File or the Governor's veto pen.

On the first day of Session, there were a total of 97 regular session bills introduced – 63 ABs and 34 SBs. Of those, 24 were intent bills and 6 were spot bills. In addition, there were 3 special session bills and 1 special session constitutional amendment introduced today.

Can a candidate be declared the winner if they have already conceded? Yes. A candidate’s concession is not legally binding. Although common practice, a candidate is not legally required to concede. There are even instances where candidates have retracted their concession.
