Moscow was the centralized authority everything was commanded from there, USSR had produced weapons MASSIVELY (tanks from soviet stockpiles still ride in the war in Ukraine), USSR conquered neighbors, USSR had sphere of influence (Yugoslavia, Cuba, Angola, Syria etc.)

I was told that USSR had all the rights to annex Poland because Poland abandoned its Jewish citizens living abroad. And in doing so (annexing) the USSR wasn't in no way acting imperialistic.
