UPDATE: Following The Lookout's inquiry, the city released the vote totals from its Chimborazo Park survey. They show that the pro-pétanque option received the most votes, but failed to reach a proper majority. More: www.chlookout.com/p/majority-v...
While the memo from Frelke and Newbille stated that “53.6% of respondents” had voted to remove the added courts, it’s not immediately clear which option garnered the most votes. After publication, Tamara Jenkins, deputy director, public affairs in the Office of Strategic Communications & Civic Engagement (OSC), provided vote totals for each option in response to an inquiry from The Lookout: 

Option 1: 358 votes

Option 2: 139 votes

Option 3: 273 votes

It appears that the “majority” that DPR cited in favor of reversing the expansion of the pétanque courts derives from combining the votes for Options 2 and 3. ([139+273] / 770 = 53.506%.) Both those options include removal of the courts, but diverge on how to allocate other funds for Chimborazo Playground. Meanwhile, Option 1, which included completing the new courts, reached a plurality of votes, netting a 46.5% share of all the ballots cast, but did not reach a majority, either.

NEW: Nearly four months since bulldozers dug up some turf and a whole lot of neighborhood angst at Chimborazo Playground, a majority of voters have declared a future for the neighborhood park—and despite being nearly complete, the controversial new pétanque courts will not be a part of it.

As l’affair pétanque has ably demonstrated, what we have here in the East End is a failure to communicate. But while city officials could certainly improve their outreach to the neighborhood’s residents, a recent investigation suggests that Church Hill’s longtime city councilmember could, too.

Each option for Chimborazo Playground includes renovations to the park’s bathroom facilities and water fountain, which have been out of service for years. Beyond the new plumbing, though, paths diverge—and only one includes finishing DPR's polarizing, now-paused expansion of the pétanque courts.

The alley just north of Chimborazo Playground in Church Hill has flooded for years. But ever since Richmond's Department of Parks, Recreation, and Community Facilities started expanding the pétanque courts at the park in May 2026, the situation seems to have gotten much worse.

11:30am: DPU spokesperson Rhonda Johnson tells The Lookout via email that (emphasis added):

The Department of Public Utilities (DPU) is responsible for maintenance of the storm drain inlet located within the alley. DPU has investigated the concerns regarding this location and determined that although the system has capacity to support the stormwater in the area, additional improvement can be made to reduce the likelihood of clogging from debris. DPU will be taking appropriate steps to modify the inlet top of the storm drain, which will reduce the likelihood of clogging and help ensure the inlet functions as intended during storm events.

Johnson also provides the warning letter that DPU sent on June 29th to DPR regarding its ongoing failure to maintain the silt fencing around the construction site for much of that month. Read it in full on The Lookout’s share drive.

The alley on the northern edge of Chimborazo Playground has only one small stormwater drain, and it's flooded before to catastrophic effect for the residents whose homes abut it. A resident shared this photo from December 2023 with The Lookout. Note the car:
