Happening now: Committee on Health oversight hearing on budget challenges at the Department of Behavioral Health ⬇️

This is not all on DBH or Dept of Healthcare Finance. Medicaid broadly has always been a pay and chase operation when it comes to fraud. Pay the fraudulent claim and then chase repayment later. It’s such an inefficient model. That’s why you don’t see the court cases for yrs.

If you’re thinking this sounds familiar, did we have this problem before? Yes. There was an explosion in audio only telehealth under Community Support a few years ago.

DBH ended FY26 with $20.6 million budget pressure primarily driven by increased & excessive billing for Medicaid services — Community Support and Recovery Support.

Hearing prep during this morning’s commute via metro. This morning, at 9:30am, the Committee on Health will hold an oversight roundtable on financial challenges at the Dept. of Behavioral Health.

Wow. This is so random and yet timely news. I’ve had multiple meetings over the past few weeks about mosquitoes, standing water, & the need for treatment strategies in the public space.

There’s always drama in Indiana. 🙄 A’ja Wilson doesn’t normally react like that so whatever was said by that fan was some mess. #WNBA

And know it’s not just Senators who do this. Up and down levels of government oversight is lacking because folks are skipping prep sessions and thus are handcuffed to a script.

We need to have a real conversation about the art of a follow-up question. But none of that matters if the Senator is not even *listening* to the responses.

We are wasting people’s time. We are wasting the people’s money. And we are not taking seriously the workforce challenge in front of us. People are raising their hands to get trained, but the government can’t even manage to schedule the test. Tune in tomorrow at 2:30pm.

The Council was prepared to move emergency legislation before recess to alleviate the backlog. DC Health promised they had a plan to fix the problem, including bringing on a new contractor. Ladies and gentlemen, how many people do you believe took the exam over the summer??

Imagine — the city is facing a workforce crisis in terms of long term care, so we establish programs to train folks as Certified Nurse Aides. To build the pipeline, we’ve gone so far as to offer the certification to high school students through our Advanced Technical Centers.

Oh. After the hearing in the bills, we have an oversight roundtable on a matter than has 2 agencies — DC Health & OSSE — finger pointing at each other on who is to blame. Best way to resolve? Bring everyone in for a hearing because I’m tired.

So we’re scrambling to turn in the forms that aren’t even making it to the health dept? 🤔 Now you may be asking, how then do they verify that kids are vaccinated? There is an electronic system where providers report vaccinations right to DC Health.

There’s no way only 8,281 forms were submitted out of nearly 100K public school students. Come to find out — parents, when we upload the student health forms online during enrollment, DC Health does not get access to those. DC Health only gets paper forms turned into schools.

In pre-hearing prep, we asked DC Health how many universal health certificates were submitted during SY25-26. They reported 10%. Well now, that makes absolutely no sense considering DCPS and charter schools require the form upon enrolling your child in school.

We really need to put K-12 teachers/admin in a room with college professors. As someone who sits on the Board of a liberal arts university and taught a course at a university, I’m telling you these kids are not getting the rigor necessary to prepare them.

The idea that there are MIDDLE SCHOOLS going “no homework” in the name of equity pisses me off. The soft bigotry of low expectations. And then we see the remnants of kids being unprepared once they arrive in college. No one ever taught you to study. You’ve never had to learn time management.

As Eisen explains, an insolvent company can go to bankruptcy, but an insolvent non-profit foundation goes to receivership, meaning the court appoints a new fiduciary. The exact opposite of what they wanted!

The common refrain has always been “Never Forget” and it is remarkable that 25 years later, the collective memory of that day, September 11, and the days after has not faded.  Today, I’m also remembering those who have passed since from 9/11 related illnesses.

Also I think it’s rich for Vance and Co to try to roll this out now while states are scrambling to implement the Republican-desired work requirements for Medicaid and SNAP recipients. There are plenty of SNAP and TANF recipients who’d like to stay home with their kids. But this isn’t for them.
